Delphi Lockport Technical Center – Site Separation Project

The Delphi Lockport Technical Center is housed in Building #6 on the ±350 acre site owned by General Motors Component Holdings. The purpose of the project was to separate the utility services for Building #6 from the existing General Motors plant site to allow for stand-alone operation for each facility.
Watts provided civil engineering, fire protection, and environmental services for site utility modifications, underground storage tank removals, fire sprinkler system modifications, permitting with the Town of Lockport, the City of Lockport, and construction administration support.
Watts’ effort included design of 2,100 linear feet of storm sewer, 2,700 linear feet of sanitary force main, 1,600 linear feet of waterline, backflow prevention device, sanitary pump station modifications, new 1,500 GPM diesel fire pump and pump enclosure, 100,000 gallon above grade water storage tank, and removal of six underground fuel storage tanks. A new water service connection and backflow prevention device in an enclosure was advanced through the Town of Lockport. Watts also prepared of a Storm Water Pollution Prevention Plan.
Watts collaborated with the contractor in value engineering and evaluation of various underground and above ground water storage tank alternatives, resulting in the above ground storage tank being the most practical and cost effective solution.
