Watts was responsible for the preliminary and final design of this project that rehabilitated and reconstructed 24 miles of the New York State Thruway (eastbound and westbound lanes) from Westfield to the Pennsylvania State Line, including Interchanges 60 and 61.
Our scope of services included oversight of the ground survey, photogrammetric mapping, and the GPS survey. We conducted a pavement distress survey, a roadside safety audit and review, and an extensive pavement coring program that included Falling Weight Deflectometer (FWD) testing. The results were documented in a Pavement Condition and Selection Report that addressed findings and recommendations, and included a life cycle cost analysis. We developed and evaluated various design alternatives; and prepared the Design Approval Document, the environmental studies and the preliminary and final design plans, specifications and construction cost estimate.
The project involved highway rehabilitation, slope flattening, safety improvements, a bridge rehabilitation, drainage improvements, overhead sign structures, U-Turn relocations, guide railing, and signs and pavement markings.
