Watts completed detailed site and environmental engineering evaluations for several locations including the selected 9-acre Buffalo Creek Casino site. Work included due diligence reviews and pre-demolition Asbestos Containing Material (ACM) and Hazardous Waste/Contaminated Materials (HW/CM) Surveys for properties found on the parcels bound by Michigan, Perry, Marvin and South Park.
The HW/CM surveys identified and quantified universal wastes such as fluorescent lamps, batteries, and mercury gauges; PCB lamp ballasts; former manufacturing operations that included the use of various chemicals; process storage equipment; underground and aboveground storage tanks; and hazardous mechanical equipment. In addition, the HW/CM survey reports focused on historical tank records and resulted in an extensive subsurface soil investigation involving over 100 borings.
In support of site remediation package and building demolition, Watts prepared environmental specifications and drawings including a soil management and groundwater control plan. Asbestos abatement and environmental remediation drawings were also developed for the bid package. Demolition involved numerous structures including the 130-foot tall HO Oats grain silo complex.
Site remediation activities included the removal of over 10 large underground storage tanks and vaults. Soil remediation was extensive and involved the off-site disposal of both hazardous and petroleum contaminated soils in excess of 100,000 tons and took several months.
Watts' full-time environmental inspectors documented and observed the asbestos abatement, environmental remediation, and disposal operations. Watts also prepared environmental design documents for the mass excavation of the site in support of the foundation packages. All the work was conducted to initiate the construction of the permanent Buffalo Creek Casino.
