Tri-County Hospital Demolition

The existing Tri-County Hospital, located in Gowanda, New York was owned by the TLC Health Networks.  It was flooded in a historic 1000 year storm event in 2009 and damaged to the point that it required immediate evacuation and subsequent demolition.  The Federal Emergency Management Agency (FEMA) sponsored this demolition project as well as the evaluation of a new replacement facility in the Town of Perrysburg.  Watts provided the civil and environmental assessment and engineering services for the demolition of the Gowanda hospital facility.

Watts’ environmental services included performing a Phase I ESA following the scope and limitations of ASTM Practice E 1527-2005 Standard Practice for Environmental Site Assessment.  The Phase 1 also met the standards of the Federal All Appropriate Inquires (AAI) Rule.  A Phase II Subsurface Field Investigation was completed of the soils surrounding the underground storage tanks to determine if contamination was expected to be encountered during the restoration of the site.

Asbestos, lead, mold PCB, hazardous waste, universal waste, and medical waste environmental assessment, sampling and remediation/abatement design services were also completed for the project.  Environmental abatement drawings, cost estimates and specifications were prepared for the remediation of contaminated materials prior to the demolition of the building.  

Watts was also responsible for the preparation of demolition plans for site utilities and the stormwater treatment in conformance with the NYSDEC State Pollutant Discharge Elimination System (SPDES) General Permits for Stormwater Discharges from Construction Activity, temporary erosion and sedimentation control measures were installed to prevent migration of demolition debris and soil from leaving the site.  At the project completion, the site was restored to grass.

Watts represented the owner at the pre-bid construction meeting and assisted with construction administration services including answering RFIs and providing asbestos project monitoring/air sampling services during demolition.
